Program Manager 


This role owns the execution, orchestration, and optimisation of delivery across one or more client programmes, ensuring work is delivered efficiently, predictably, and at scale.
Programme Managers operate as delivery execution leaders—combining programme leadership, operational excellence, and workflow design to build scalable, high-performing delivery models across distributed teams.
Role Purpose
Programme Managers lead how execution works.
They orchestrate people, process, and AI-enabled workflows to ensure programmes are executed with quality, efficiency, and control.
They are accountable for:
•    Executed the activation strategy 
•    End-to-end programme execution 
•    Operational performance and consistency
•    Workflow optimisation across human and AI-enabled delivery
•    Enabling offshore teams to execute at scale
Key Responsibilities
Programme Execution Leadership
•    Own end-to-end delivery performance across assigned programmes (timelines, quality, budget)
•    Lead and direct offshore PM teams across human and AI-assisted delivery pipelines
•    Act as the primary delivery partner to Client Services, ensuring aligned and predictable execution
•    Ensure delivery plans are structured, realistic, and consistently executed
•    Identify risks early and drive proactive mitigation
Operations & Workflow Optimisation
•    Identify and highlight delivery workflows across risks and optimisations to the Regional Program Director
•    Reengineer delivery processes by identifying where steps can be: 
o    automated
o    augmented
o    resequenced using AI-enabled tools
•    Ensure offshore PM teams operate within clear, scalable delivery systems
•    Establish best practices that improve speed, quality, and efficiency
•    Drive consistency and repeatability across delivery
AI-Enabled Delivery
•    Operate with working fluency in AI tools as delivery infrastructure, not just efficiency aids
•    Design how human and agent workflows integrate across delivery
•    Ensure offshore teams are confident in working with AI agents as delivery partners: 
o    directing outputs
o    reviewing quality
o    course-correcting where required
•    Act as the delivery voice into AI and product development, ensuring tools reflect real delivery needs
Financial & Performance Management
•    Own oversight of programme financial performance, including: 
o    revenue forecasting
o    delivery efficiency
o    budget adherence
•    Ensure accurate financial tracking through PM teams
•    Identify financial risks and escalate early
•    Contribute to improving pricing models through delivery efficiency insights
Resourcing & Team Leadership
•    Lead and develop offshore PM teams, creating clarity, accountability, and high performance
•    Align resourcing to programme needs and delivery complexity
•    Act as the escalation point for delivery challenges
•    Build capability within teams to operate in AI-enabled delivery environments

Qualifications & Experience
•    5-8+ years of senior project/programme management experience in an agency or scaled delivery environment
•    Proven experience managing complex, multi-workstream delivery across distributed teams
•    Strong operational and stakeholder management capability
•    Experience working with or integrating AI-enabled tools into delivery workflows
•    Comfortable leading teams where AI agents are part of the delivery ecosystem, including assessing output quality

Operating Model & Ways of Working Discipline 

 

Purpose: Makes the PMO model real in day-to-day delivery. 

Champions the PMO operating model and ensures it is consistently adopted across accounts and workstreams. 

Translates PMO standards into practical ways of working for teams. 

Sets up the correct project infrastructure from day one: channels, folders, trackers, RAID logs, status reports, and approval flows. 

Ensures process is documented, centralised, repeatable, and not dependent on individual memory. 

Identifies gaps in ways of working and proactively improves them. 

 

Evidence of performance: 

Teams are using agreed systems and templates consistently. 

File structures, naming conventions, and communication channels are clear and maintained. 

There is one source of truth for programme documentation. 

Processes are easy for new team members to understand and follow. 

The Programme Manager reduces duplication, confusion, and rework. 

 

Scope, Commercial & Client Operating Alignment 

 

Purpose: Partners with the SAD and senior account leads to turn client needs into clear, deliverable, commercially sound scopes. 

Works closely with the SAD to understand client needs, operating systems, expectations, and approval routes. 

Helps translate client asks into clear scopes, deliverables, assumptions, exclusions, timelines, and team requirements. 

Ensures work is correctly costed, resourced, and routed through the right internal approvals. 

Connects client ways of working with internal Tectonic ways of working without creating unnecessary complexity. 

Flags scope creep, unclear requirements, or unfunded work early. 

 

Evidence of performance: 

Scopes are clear, realistic, and commercially considered. 

Client requests are translated into actionable delivery plans. 

Internal teams understand what is in scope and what is not. 

Budget, timing, and resource assumptions are clearly documented. 

Scope changes are captured, assessed, and escalated appropriately. 

 

Team Set-Up, Role Clarity & Communication 

 

Purpose: Sets teams up for success by making ownership, responsibilities, and communication routes explicit. 

Defines roles and responsibilities across account, strategy, creative, medical, production, editorial, QC, offshore, and project management teams. 

Establishes clear communication channels for each type of activity: status, escalation, approval, decision-making, and delivery. 

Ensures everyone understands their role, their dependencies, and how their work connects to the wider programme. 

Creates structures that enable collaboration rather than confusion. 

Adapts team set-up based on complexity, geography, time zones, and client expectations. 

 

Evidence of performance: 

RACI or role clarity documents are in place and understood. 

Meetings have clear purpose, owners, actions, and outputs. 

Team members know where to go for information, decisions, and escalation. 

Reduced confusion around ownership. 

The team feels organised, supported, and able to focus on delivery. 

 

Systems, Tools & PMO Compliance 

 

Purpose: Ensures project management systems are used correctly, consistently, and to create visibility across the business. 

Champions the correct use of approved PMO systems, including Wrike, Mysheets, and other delivery/finance platforms. 

Ensures project data is accurate, maintained, and useful for reporting and decision-making. 

Supports teams to adopt tools properly rather than creating offline workarounds. 

Understands how delivery tools connect to finance, resourcing, status reporting, and operational governance. 

Identifies system issues, training needs, or process gaps and escalates them to the PMO Lead. 

 

Evidence of performance: 

Systems are up to date and reflect the true status of work. 

Teams use the agreed tools rather than parallel trackers. 

Reporting is accurate, timely, and trusted. 

Project and financial information aligns. 

The Programme Manager is seen as a systems champion, not just a user. 

 

AI Transformation & Agentic Workflow Leadership 

 

Purpose: Leads the shift from traditional project management to AI-enabled, agentic delivery. 

Proactively identifies where AI could improve planning, delivery, documentation, reporting, workflow automation, or decision support. 

Assesses AI needs across workstreams and determines where agents, automation, or AI-supported processes could add value. 

Understands agent availability, suitability, limitations, and governance requirements. 

Encourages teams to adopt AI responsibly and consistently. 

Partners with the PMO Lead to embed AI-enabled workflows into standard operating processes. 

 

Evidence of performance: 

AI opportunities are actively identified and prioritised. 

Use cases are linked to real delivery pain points, not novelty. 

Teams understand when and how to use AI tools. 

AI-enabled improvements reduce manual effort, duplication, or delay. 

The Programme Manager helps move the agency towards a more scalable, agentic operating model. 

 

Risk, Escalation & Decision Management 

 

Purpose: Ensures risks, issues, and decisions are controlled before they impact delivery, client confidence, or commercial outcomes. 

Maintains clear RAID management across the programme. 

Identifies risks early across scope, resource, finance, timelines, quality, compliance, and stakeholder alignment. 

Escalates with clarity: issue, impact, options, recommendation, and decision required. 

Ensures decisions are made at the right level and documented. 

Prevents teams from becoming blocked by unclear ownership or delayed approvals. 

 

Evidence of performance: 

Risks are visible and actively managed. 

Escalations are timely and well-framed. 

Senior stakeholders receive clear recommendations, not just problems. 

Decisions are documented and communicated. 

Delivery issues are resolved without unnecessary churn. 

 

Project Management Leadership, Coaching & Standards 

 

Purpose: Raises the standard of project management across the account and supports the development of PMs. 

Mentors Project Managers and Senior Project Managers on delivery discipline, stakeholder management, tools, documentation, and escalation. 

Role-models high-quality project management behaviours. 

Builds confidence and capability in the project management community. 

Provides guidance without taking over every task. 

Champions consistent standards across all workstreams. 

 

Evidence of performance: 

PMs become stronger, more confident, and more consistent. 

Delivery standards improve across the account. 

PMs understand how to manage scope, timing, budget, and stakeholders. 

The Programme Manager is seen as a trusted delivery leader.
